Romania comprises a total of forty-one counties. According to the Constitution of Romania, its territory is organized administratively into communes, cities and counties. (1) The counties, in turn, each have a city chosen as its administrative, cultural and economic center, called the county seat.
In addition to the forty-one counties, there is also the municipality of Bucharest, the capital of Romania, which, although recognized as the residence of Ilfov County, in the lower part, central-eastern, is administered separately as a municipality with county status, which does not belong to Ilfov, the surrounding county.
This division into counties represent the country’s statistical subdivisions within the European Union and each of them serves as the local level of government within its borders. (1)
The area of the counties differs in size, for example, Timiș has the largest area, of eight thousand six hundred and ninety-seven square kilometres, and Ilfov is the smallest county with an area of only one thousand five hundred and eighty-three square kilometres .
Counties also differ in population density, and, depending on the level of economic and cultural development, the landforms located inside their perimeter, the climate and the natural resources of the surface and subsoil, they may be sparsely populated, such as Tulcea County, or densely populated, such as Ilfov County and Bucharest.
